Meet our Team
Gary Bailey, AIA – President
Gary, trained as an architect who specializes in designing schools, has spent his career serving public education. He has been an adjunct professor of Architecture and has also taught at the doctorate level in Educational Leadership at Mississippi State University. Bailey is also the owner of Bailey Architecture Education, PA.
Chuck Poer – Vice President of Educational Services
Mr. Poer has 26 years of experience as a classroom teacher, coach, and principal (K-12) and 8 years as an educational consultant. He served as principal of New Albany Elementary School where he guided his school from an achievement level “3” to an achievement level “5” over a two year period and was named Mississippi Administrator of the Year  by the Mississippi Department of Education. Mr. Poer has received national recognition for his leadership skills and his extensive knowledge of the new College and Career-Ready Standards, teacher effectiveness, student assessment, and data driven decision making.
Cindy Bailey, Ph.D. – Vice President of Operations
Cindy holds a Ph.D. in Educational Leadership and served as a building level administrator at the elementary, middle and high school levels before becoming a federal programs/special education director for Homewood City Schools in Birmingham, Alabama.
Cellie Scoggin, M.Ed. – Director of Educational Services
Cellie is a former elementary and middle school teacher. She served as an elementary principal prior to joining the Bailey Educational Group team in 2008 where she is currently Director of Educational Services. Mrs. Scoggin coaches teachers and administrators in districts across Mississippi, Alabama, Kansas, Oklahoma, Michigan, and Missouri.
Pat Ross – Director of Leadership Development
Pat has served in the public schools of Mississippi for 23 years in the roles of Teacher, Coach, Assistant Principal, Principal, Assistant Superintendent, Superintendent, and most recently as the Deputy State Superintendent at the Mississippi Department of Education. Pat serves as Bailey Education Group’s Director of Leadership Development where he focuses on the development of Superintendents, Principals, and Assistant Principals.
